The Tribunal is comprised of the Chairman and Members of the Tribunal of Inquiry into Certain Planning Matters and Payments. The Tribunal commenced as a Sole Member Tribunal which was established by resolution of Dáil Éireann and appointed by Instrument of the Minister for the Environment and Local Government dated the 4^th of November, 1997.

The Terms of Reference were amended by instrument dated the 15^th of July, 1998. The composition of the Tribunal was altered to three members and one reserve member by statutory instrument dated the 24^th October 2002 and the Tribunal as now constituted has been in existence since 7^th July 2003.

The Terms of Reference have most recently been amended on the 3^rd December 2004 and by Act of the Oireachtas dated 15^th December 2004.
